OPS Assists Baltimore City Health Department's Year End Accounting Process

Whit Tantleff, Chief Financial Officer of the Baltimore City Health Department (BCHD), recently shared with his team the outstanding results of a Value Stream Analysis Process (VSAP) that was facilitated by an OPS team, working through our contract with the Baltimore's Bureau of Budget and Management Research (BBMR):

"BCHD needed an immediate plan of attack to roll out the week after the event, as well as the typical longer term plan to really improve things over the coming year.  During the VSAP, you worked together to map and upgrade our processes with improvements such as:

·       Changing the timing to start the close process weeks earlier, understanding from Accounting any material charges that were pending.

·      Following up relentlessly with sub-vendors that were late submitting their documentation.

·      Setting staggered internal due dates to spread the workload.

·      Working with MOIT (Mayor's Office of Information Technology) & McGladrey to “fix” the journal entry process to automatically upload backup from the shared drive.

·      Working with BBMR to understand & project into the reports any material entries that were pending.

·      Consolidating some of the key data sources used.


As a result of these improvements, the accounting team submitted 100% of the 440 reports on time for FY 15, a performance that far exceeded anything in the past.  I want to commend you on an absolutely fabulous job of closing out all the yearend 440 grant reports on time this year."
